An expert witness is a person who has a detailed knowledge of a technical subject which qualifies them to testify in a court of law, or other less formal proceeding. The expert witness may state his (or her) opinion about the meaning of facts and events, even though he (or she) may not have observed them firsthand. A non-expert witness is limited to testifying about facts observed and may not state an opinion on the meaning of those events.
